BOARD OF DIRECTORS
MEETING MINUTES
March 19, 2003

The Board of Directors of the Windsor Fire Protection District met at Station 1, 8200 Old Redwood Highway, Windsor, California, on Wednesday, March 19, 2003. President McDowell called the meeting to order at 7:00 pm.

Directors Present: Fletcher, McDowell, Olufs, and Pozzi Director Absent: Lowe

Staff Present: Chief Ron Collier; Battalion Chief Matt Gustafson (7:33); William Arnone, District Counsel; Ginger Hamilton, Secretary to the Board; and three guests

PLEDGE OF ALLEGIANCE

CHANGES TO THE AGENDA: President McDowell reported the closed session scheduled for this meeting would be postponed.

CITIZEN PUBLIC APPEARANCE: Dr. Lawrence Williamson introduced himself, stating he is interested in serving the community. Mr. Robin Berens introduced himself, stating he is a former director of the Moraga-Orinda FPD and has recently moved to the area. Ms. Robin Anderson stated she was present to determine the status of the tax initiative volunteer committee.

APPROVAL OF MINUTES: 2003-03-01 Motion to approve minutes of the February 19, 2003 board meeting, as corrected, was made by Director Fletcher and seconded by Director Pozzi. 4/0/1

CORRESPONDENCE: 2003-03-02 February/March 2003 bill summary was reviewed and correspondence discussed.

OPEN PUBLIC HEARING: 2003-03-03 7:08 pm-regarding 2002-2007 Capital Improvement Program. Dr. Williamson and Mr. Berens reviewed the CIP and had no objections or concerns about its content.

CLOSE PUBLIC HEARING: 7:11

ACTION ITEM: 2003-03-04 A motion to approve Resolution 238, adopting the 2002-2007 Capital Improvement Program was made by Director Olufs, seconded by Director Fletcher, and adopted on a roll call vote. 4/0/1

ACTION ITEM: 2003-03-05 Motion to approve Resolution 239, adopting a new Board of Directors' compensation schedule was made by Director Fletcher, seconded by President McDowell, and adopted on a roll call vote. 4/0/1

DISCUSSION ITEM: 2003-03-06 See item 2003-03-07

ACTION ITEM: 2003-03-07 President McDowell announced 2003-03-06 and 2003-03-07 would be handled as one item. A motion to approve Resolution 240, adopting a new meeting date and time of the third Thursday of each month at 7:00 was made by Director Fletcher, seconded by Director Olufs and, following discussion, adopted on a roll call vote. 4/0/1

DISCUSSION ITEM: 2003-03-08 The proposed joint meeting with Town of Windsor Town Council, tentatively scheduled for April 30, 2003, at 7:30 pm was discussed.

BOARD COMMITTEE REPORTS:
Budget Committee: Director Olufs reported the process is moving along.
Labor Negotiations: Director Fletcher reported committee had received a letter from Chief Gustafson. Negotiations will commence soon.
Special Tax Committee: President McDowell reported committee met with Mark Millan and his staff on 3/11. Next step is to identify community member to head up election committee and raise the needed funding.

LEGAL COUNSEL REPORT: Mr. Arnone reported he has spoken with Mark Millan regarding the line between what is considered "educating the public" and what is considered "campaigning."

OPERATIONS REPORT: Chief Gustafson presented the operations report.

WINDSOR PROFESSIONAL FIREFIGHTERS ASSOCIATION REPORT: None

WINDSOR VOLUNTEER FIREFIGHTERS ASSOCIATION REPORT: None

BOARD MEMBER COMMENTS/REPORTS: Director Pozzi complimented the District on being awarded the Platinum Safety Award. Director Fletcher reported that he will be resigning from the Board effective the close of this meeting. President McDowell accepted Director Fletcher's resignation. Members of the Board thanked him for his service and wished him well.

President McDowell directed staff to publish the need for a new director.

BOARD PRESIDENT'S COMMENTS/REPORTS: President McDowell discussed his memo of February 12.

ADJOURNMENT: There being no further business to conduct, upon a motion by Director Pozzi, seconded by Director Fletcher, the meeting adjourned at 8:13.
