MEETING MINUTES
May 15, 2003

The Board of Directors of the Windsor Fire Protection District met at Station 1, 8200 Old Redwood Highway, Windsor, California, on Thursday, May 15, 2003. President McDowell called the meeting to order at 7:00 pm.

Directors Present: Lowe, McDowell, Nelson, Olufs, and Pozzi

Staff Present: Chief Ron Collier; William Arnone, District Counsel; Ginger Hamilton, Secretary to the Board; and two guests

PLEDGE OF ALLEGIANCE

CHANGES TO THE AGENDA: None

CITIZEN PUBLIC APPEARANCE: None

APPROVAL OF MINUTES: 2003-05-01 A motion to approve the minutes of the regular meeting of April 17, 2003, special joint meeting with the Windsor Town Council on April 30, 2003, and the special meeting of May 7, 2003 was made by Director Olufs and seconded by Director Lowe. 5/0/0

CORRESPONDENCE: 2003-05-02 Review current monthly payment summary and miscellaneous correspondence

ACTION ITEM: 2003-05-03 Motion to set September 18, 2003, at 7:00 pm as the time to adopt the General Fund, Mitigation Fund, Building Fund, and Equipment Fund final budgets and hold a public hearing for the adoption of the special tax rate for 2003/2004 was made by Director Lowe and seconded by Director Nelson. 5/0/0

ACTION ITEM: 2003-05-04 Motion to adopt the following preliminary budget amounts: General Fund, $1,400,996; Mitigation Fund, $569,500; New Station Fund, $349,010; and Equipment Fund, $282,045 was made by Director Olufs and seconded by Director Pozzi. 5/0/0

ACTION ITEM: 2003-05-05 Motion to approve Resolution 241, requesting a public hearing be held on June 19, 2003, at 7:00 pm ordering a public hearing on Ordinance 2003-01 and requesting a special tax election be held on September 16, 2003 was made by Director Lowe and seconded by Director Nelson and approved on a roll call vote. 5/0/0

ACTION ITEM: 2003-05-06 Motion to declare 1989 Ford pickup (7240) surplus (see staff report) was made by Director Lowe and seconded by Director Olufs. 5/0/0

BOARD COMMITTEE REPORTS:
Budget Committee: See 2003-05-04 above.
Labor Negotiations: Director Lowe reported he had met with the labor groups. Issues will be discussed in closed session.
Education Committee: McDowell reported Tom Thielman is going to chair the "Friends of Windsor Fire" campaign committee and Doris Evans will serve as treasurer. An account has been opened at Exchange Bank and it has a $500 balance.

LEGAL COUNSEL REPORT: Mr. Arnone reported he continues to work with Mark Millan.

OPERATIONS REPORT: Chief Collier presented the operations report.

WINDSOR PROFESSIONAL FIREFIGHTERS ASSOCIATION REPORT: None

WINDSOR VOLUNTEER FIREFIGHTERS ASSOCIATION REPORT: None

BOARD MEMBER COMMENTS/REPORTS: None

BOARD PRESIDENT'S COMMENTS/REPORTS: President McDowell discussed his memo of May 7, particularly Item 2.

The Chairman then asked Mr. Arnone to announce the adjournment into closed session. At 7:36 p.m. Mr. Arnone announced that the Board would adjourn to a closed session to discuss two items: Item 1-Government Code Section 54957.6, meet and confer with agency negotiator(s) Arnone & Lowe regarding contract negotiations with employee organization Windsor Fire Protection District Administrative Team. Item 2-Government Code Section 54957.6, meet and confer with agency negotiator(s) Arnone & Lowe regarding contract negotiations with employee organizations Windsor Professional Firefighters Association. The Board, thereafter, deliberated in closed session until 9:01 p.m. when the open session portion of the meeting resumed. Mr. Arnone then announced that the Board had discussed the two items listed on the agenda and that no action was taken. At 9:06 p.m., Director Nelson made a motion to adjourn, which was seconded by Director Lowe and passed unanimously, whereupon the meeting was adjourned.
