BOARD OF DIRECTORS
MEETING MINUTES
October 16, 2003

The Board of Directors of the Windsor Fire Protection District met at Station1, 8200 Old Redwood Highway, Windsor, California, on Thursday, October 16, 2003. President McDowell called the meeting to order at 7:00 pm.

Directors Present: All

Staff Present: Chief Ron Collier; William Arnone, District Counsel; Ginger Hamilton, Secretary to the Board; and 5 guests

PLEDGE OF ALLEGIANCE

CHANGES TO THE AGENDA: President McDowell announced that Item 2003-10-02 would be taken before 2003-10-01.

CITIZEN PUBLIC APPEARANCE: None

APPROVE MINUTES: 2003-10-01 A motion to approve the minutes of regular meeting of September 18, 2003 was made by Director Olufs and seconded by Director Nelson. 5/0/0

CORRESPONDENCE: 2003-10-02 Current monthly payment summary and miscellaneous correspondence were reviewed and discussed.

SPECIAL PRESENTATION: President McDowell presented Captain Troy Collier with a certificate in recognition of his twenty years' service to WFPD.

ADJOURNMENT: The meeting was briefly adjourned at 7:10 to enjoy ice cream supplied by Mr. Arnone.

CALL TO ORDER: The meeting was called back to order at 7:15.

ACTION/
DISCUSSION ITEM: 2003-10-03 President McDowell opened the floor to the Board and the public to discuss the proposed increased in volunteer battalion chief remuneration. Each Director presented his opinion, as did Captain Collier and Captain Crothers. No action was taken.

BOARD COMMITTEE REPORTS:
Budget Committee: None.

Labor Negotiations: Director Nelson was unable to meet with Captain Busch and Chief Gustafson on September 26. Will be meeting with them on October 24.

Education Committee: President McDowell reported a debriefing meeting was conducted on Tuesday, October 21, to analyze the election results. Next steps have not yet been established.

LEGAL COUNSEL REPORT: Mr. Arnone reported he has responded to the Grand Jury, advising them Windsor Fire Protection District has long had current, accurate map books and is therefore in compliance with the Grand Jury's requirements.

OPERATIONS REPORT: Chief Collier presented the operations report.

BOARD MEMBER COMMENTS/REPORTS: Director Pozzi reminded everyone the pancake breakfast will be held Sunday, October 19.

BOARD PRESIDENT'S COMMENTS/REPORTS: President McDowell indicated that he believes it is important for the directors to attend the Town Council meeting when the District requests the Town implement a zero square foot sprinkler ordinance.

ADJOURNMENT: There being no further business to be conducted by the Board, on a motion by Director Pozzi and seconded by Director Lowe, the meeting adjourned at 7:45 pm.
