BOARD OF DIRECTORS
MEETING MINUTES
January 15, 2004
The Board of Directors of the Windsor Fire Protection District met at Station1,
8200 Old Redwood Highway, Windsor, California, on Thursday, January 15, 2004.
President McDowell called the meeting to order at 7:00 pm.
Directors Present: Lowe, McDowell, Nelson, Olufs, Pozzi (7:02)
Staff Present: Chief Ron Collier; Battalion Chief Matt Gustafson; William Arnone,
District Counsel; Melinda Soares, District Bookkeeper; Ginger Hamilton,
Secretary to the Board; and 4 guests
PLEDGE OF ALLEGIANCE
CHANGES TO THE AGENDA: None
CITIZEN PUBLIC APPEARANCE: None
APPROVE MINUTES: 2004-1-01 A motion to approve the minutes of regular meeting of
December 18, 2003 was made by Director Nelson and seconded by Director Olufs.

CORRESPONDENCE: 2004-1-02 Current monthly payment summary and miscellaneous
correspondence were reviewed and discussed.
REVIEW ITEM: 2004-1-03 Chief Collier presented the revenue portion of the
midyear budget report; Chief Gustafson presented the expense portion.
REVIEW/
DIRECTION ITEM: 2004-1-04 Chief Collier presented the draft 2004/2008 Capital
Improvement Program. At the conclusion of Board discussion, the Board
directed staff to prepare the draft as a final and schedule a public hearing to
be conducted at the February 19, 2004 meeting.
ACTION ITEM: 2004-1-05 A motion to call for public hearing on February 19, 2004
regarding adoption of the 2004/2008 Capital Improvement Program was made by
Director Lowe and seconded by Director Nelson. 5/0/0
BOARD COMMITTEE REPORTS:
Labor Negotiations: Director Nelson reported letters are being prepared and will
be distributed by the end of January, as called for in the various memorandums
of understanding.
DISTRICT COUSEL REPORT: None
OPERATIONS REPORT: Chief Gustafson presented the operations report.
BOARD MEMBER COMMENTS/REPORTS: None.
PRESIDENT’S COMMENTS/REPORTS: None
ADJOURN: There being no further business before the Board, on a motion by
Director Olufs, seconded by Director Lowe, the Board adjourned at 8:19 pm.
