BOARD OF DIRECTORS
REGULAR MEETING MINUTES
October 21, 2004
The Board of Directors of the Windsor Fire Protection District
convened at Station1, 8200 Old Redwood Highway, Windsor, California,
on Wednesday, October 21, 2004 at 7:00 p.m.
Directors Present: Lowe, McDowell, Nelson, Olufs (7:04), Pozzi
CALL TO ORDER: President McDowell called the meeting to order at
7:00 p.m.
Staff Present: Chief Ron Collier; William Arnone, District Counsel;
Melinda Soares, District Bookkeeper; Battalion Chief Matt Gustafson
PLEDGE OF ALLEGIANCE
CHANGES TO THE AGENDA: None
CITIZEN PUBLIC APPEARANCE: None
SPECIAL PRESENTATION: 2004-10-01 Certificate of Appreciation to
David Ryan for choosing WFPD as beneficiary of his Eagle Scout
project.
SPECIAL PRESENTATION: 2004-10-02 Certificate of Appreciation to
District Bookkeeper Melinda Soares.
APPROVE MINUTES: 2004-10-03 A motion to approve the minutes of the
September 16, 2004 meeting was made by Director Lowe and seconded by
Director Olufs. 5/0/0
CORRESPONDENCE: 2004-10-04 Correspondence was reviewed.
PUBLIC HEARING: 2004-10-05 At 7:15, President McDowell offered the
public an opportunity to be heard on the Five-Year Capital
Improvement Program (CIP). There were no comments.
ACTION ITEM: 2004-10-06 A motion to adopt Resolution 278, adopting a
five-year CIP was made by Director Nelson, seconded by Director
Olufs, and approved. 5/0/0
ACTION ITEM: 2004-10-07 The Board discussed a motion to consider and
decide response to request for contribution to Special Districts
Public Education Program. Motion was made to donate $500 to the
Program by Director Lowe, seconded by Director McDowell, and
approved. 5/0/0
DISCUSSION
DIRECTION ITEM: 2004-10-08 Discussion to provide direction to staff
regarding response to Town of Windsor request for fire district
input to the Town of Windsor annual growth report. A letter was
reviewed and staff was directed to forward to the Town.
BOARD COMMITTEE REPORTS:
Budget Committee: Nothing to report.
Labor Negotiations Committee: No meeting held.
Education Committee: Reported things are moving along on Measure V.
Station 2 Committee: Report provided on soils work.
DISTRICT COUSEL REPORT: No report.
OPERATIONS REPORT: Battalion Chief Gustafson presented the
operations report.
BOARD MEMBER COMMENTS/REPORTS: A plaque of appreciation was
presented to Director Lowe for his service to the District as a
director.
ADJOURNMENT: There being no further business, on a motion by
Director Nelson, seconded by Director Olufs, the meeting adjourned
at 8:09 p.m.
NEXT REGULAR MEETING: Thursday, November 18, 2004, at 7:00 pm
