BOARD OF DIRECTORS REGULAR MEETING
MINUTES
March 17, 2005
The Board of Directors of the Windsor Fire Protection District
convened at Station 1, 8200 Old Redwood Highway, Windsor,
California, on Wednesday, March 17, 2005.
CALL TO ORDER: Director Nelson called the meeting to order at
7:00 pm
Directors Present: Doherty, Nelson, Olufs, Pozzi
Absent: McDowell
Staff Present: Chief Ron Collier; William Arnone, District Counsel;
Ginger Hamilton, Secretary to the Board, 2 guests
PLEDGE OF ALLEGIANCE
CHANGES TO THE AGENDA: None
CITIZEN PUBLIC APPEARANCE: None
APPROVE MINUTES: 2005-03-01 A motion to approve minutes of the
February 17, 2005 regular meeting was made by Director Olufs and
seconded by Director Pozzi. 4/0/1
CORRESPONDENCE: 2005-03-02 Current monthly payment summary and
correspondence were reviewed.
ACTION ITEM: 2005-03-03 A motion to delegate to Chief Collier
responsibility for establishing the wages, hours, and working
conditions for District administrative staff, subject to Board
oversight, was made by Director Olufs and seconded by Director
Doherty. 4/0/1
BOARD COMMITTEE REPORTS:
Budget Committee: None.
Labor Negotiations Committee: Director Nelson reported committee had
another meeting with the WPFA, to be discussed in closed session.
Station 2 Committee: None
DISTRICT COUSEL REPORT: Mr. Arnone reported he is attending a
two-day special districts legal counsel workshop, the first of its
kind. It is addressing the broad scope of special districts legal
issues, and there is consensus among participants that it should be
an annual event.
OPERATIONS REPORT: Chief Collier presented the operations report.
Chief Collier reported he must attend a conference in Anaheim in
April that conflicts with the April Board meeting date. The Board
agreed to meet on Tuesday, April 19, 2005 at 7:30 pm.
BOARD MEMBER COMMENTS/REPORTS: Director Pozzi commented on the
improved Board packet.
ADJOURN TO CLOSED SESSION: 7:28 pm
Item 1: Government Code Section 54957.6 Instruct agency negotiators
regarding upcoming negotiations with all labor groups
RETURN FROM CLOSED SESSION: 8:45 pm
Mr. Arnone reported no action was taken.
ADJOURNMENT: There being no further business, on a motion by
Director Pozzi, seconded by Director Doherty, the meeting adjourned
to the special joint meeting with the Windsor Town Council,
Wednesday, March 23, 2005, at 6:00 pm in Council Chambers.
