BOARD OF DIRECTORS & WINDSOR TOWN COUNCIL
SPECIAL MEETING MINUTES
May 10, 2006
The Board of Directors of the Windsor Fire Protection District and
the Town of Windsor Town Council convened at Town Council Chambers,
9291Old Redwood Highway, Windsor, California, on Wednesday, May 10,
2006.
CALL TO ORDER: Mayor Salmon called the meeting to order at 6:03 pm
DIRECTORS PRESENT: Doherty, McDowell, Nelson, Olufs, Pozzi
COUNCIL MEMBERS PRESENT: Allen, Fudge, Morehouse, Parker, Salmon
WFPD STAFF PRESENT: Chief Ron Collier; William Arnone, District
Counsel; Ginger Hamilton, Secretary to the Board
PLEDGE OF ALLEGIANCE
CHANGES TO THE AGENDA: None
CITIZEN PUBLIC APPEARANCE: Alan Commons addressed the Council
regarding a development matter.
Bill Patterson addressed the Council regarding Mr. Commons’s
comments.
PRESENTATION: WFPD Battalion Chief Matt Gustafson introduced and
presented a slide show about the fire department
PRESENTATION Stuart Gary & Dwaine Milnes of Citygate Associates
presented the “Strategic Plan for Financing and Operations in the
Windsor Fire Protection District” final report.
DISCUSSION: Discussion of the study’s findings and potential courses
of action ensued. On a motion by Council Member Parker, seconded by
Council Member Fudge, the Council voted to accept the study 5/0/0.
On a motion by President McDowell, seconded by Director Doherty, the
Board of Directors voted to accept the study 5/0/0.
Subsequently, Town staff received direction from to the Council to
explore revenue sources and work with Fire District staff to craft a
memorandum of understanding between Town and District regarding
Town’s response to study recommendations.
ADJOURNMENT: There being no further business before the Board, the
Board adjourned at 9:17 pm.
