REGULAR MEETING MINUTES
March 16, 2010
The Board of Directors of the Windsor Fire Protection District
convened at Station1, 8200 Old Redwood Highway, Windsor, California,
on Tuesday, March 16, 2010.
CALL TO ORDER: President McDowell called the meeting to order at
6:00 pm.
PRESENT: Doherty, McDowell, Nelson, Pozzi ABSENT: Brolan
STAFF PRESENT: Chief Collier, Clerk of the Board; Battalion Chief
Joe Giordani; Mr. Arnone, District Counsel; and six guests
PLEDGE OF ALLIEGANCE
CHANGES TO THE AGENDA: Cancel Closed Session Item 1
CITIZEN PUBLIC APPEARANCE: None
APPROVE MINUTES: 2010-3-01 A motion to approve the minutes of the
February 16, 2010, regular meeting was made by Director Nelson and
seconded by Director Doherty. 4/0/1
CORRESPONDENCE: 2010-3-02 Monthly payment statement and
miscellaneous correspondence were reviewed.
ACTION ITEM: 2010-3-03 A motion to adopt Resolution 346, budgetary
adjustments to the WFPD 2009/2010 Capital Improvement Program (CIP)
was made by Director Doherty, seconded by Director Nelson, and
approved by a roll call vote. 4/0/1
ACTION ITEM: 2010-3-04 A motion to adopt Resolution 347, designating
Chief Collier and Trisha Laugle as signors on the Windsor Fire
Protection District Exchange Bank checking account was made by
Director Pozzi, seconded by Director Doherty, and approved by a roll
call vote. 4/0/1
REVIEW ITEM: 2010-3-05 Chief Giordani presented the 2009 Windsor
Fire Protection District Training Report
DISCUSSION/
DIRECTION ITEM 2010-3-06 The Windsor Fire Protection District
Proposition 4 limit status was discussed; staff was directed to
provide the Board with additional information when it becomes
available.
DISCUSSION/
DIRECTION ITEM 2010-3-07 The proposed amendment to the Town of
Windsor Redevelopment Agency was discussed; no staff action
required.
DISTRICT COUNSEL REPORT: None
OPERATIONS REPORT: Chief Collier presented the operations report.
DIRECTOR COMMENTS/REPORTS: None
ADJOURN TO CLOSED SESSION: 7:03 PM
CLOSED SESSION—54956.9 (a) Conference with legal counsel regarding
existing litigation, Troy Collier vs Windsor Fire Protection
District et al (US District Court Case #C08-02582VRW) CANCELLED
CLOSED SESSION—54957.6 Instruct agency negotiators regarding
upcoming negotiations with IAFF Local 4407
RETURN FROM CLOSED SESSION: 7:50 PM Mr. Arnone reported direction
had been given regarding labor negotiations.
ADJOURNMENT: There being no further business before the Board, on a
motion by Director Nelson, seconded by Director Pozzi, and
unanimously approved, the Board adjourned at 7:50 pm.
NEXT REGULAR BOARD MEETING: Tuesday, April 20, 2010, at 6:00 pm.
